PUBLI1 HEALTH SERVICES
 o
SAN JOAQUIN COUNTY 2` i
JOGI KHANNA M.D., H.P.H. "` <
Health Officer
c a
P. O. Box 2009 ( 1601 East Hazelton Avenue) Stockton, California 95201
(209) 468-3400
APR 9 1991
RAYMOND FARMER
TOYOTA OF STOCKTON INC
P O BOX 1524
STOCKTON CA 95201
RE: Toyota Torun IN REPLY REFER TO SITE CODE: 1151
610 N, Hunter
APN# 139-060-33-9
As has been discussed during conversations between yourself and this office on several occasions, the stockpiled soil
which was excavated from the above referenced site and has been located at 227 E. Oak (APN # 139-060-15-6) since
August 16, 1989, requires further action. There are three (3) alternatives available at this time.
1 , Contract with a hazardous waste hauler to remove the contaminated soil to a Class I landfill,
Manifests are required to be submitted to PHS/El-ID.
2, Have a certified lab resample the soil for benzene, toluene, xylene, ethyl benzene, total petroleum
hydrocarbons (TPH) diesel, TPH gasoline, and lead (W.E.T. test method 7421) and methylene
chloride. Based on these results, if they are within an acceptable range, it may be hauled to an
approved Class 11 landfill. Submit lab results and manifests to PHS/EHD,
3, Have a consultant submit a remediation work plan.
In addition, Public Health Services, Environmental Health Division (PHS/EHD) , is providing you notification that
an "Underground Storage Tank Unauthorized Release (Leak)/Contaminated Site Report" was filed May 4, 1988
pursuant to Section 25180.7 of the Health and Safety Code. The analytical soil results received from your 1987 tank
removals and subsequent re-excavation have confirmed the presence of contaminates at your facility which exceeded
allowable limits of leaching potential as recommended by the LUFT Manual' .
Therefore, the former underground storage tank location cannot be recommended for final closure without further
investigation to determine the full extent of the soil and/or groundwater problem.
If you have further questions contact Mary Meays, EHS, of my staff at (209) 468-3441 .
Jogi Khann D,, M.P.H.
Health O r
,/jr r `
curie A ontal , REHS, Program Manager
Environmental Health Division
/LAC/MM:nr
"' Leaking Underground Fuel Tank Manual : Guidelines for Site
Assessment , Cleanup , and Underground Storage Tank Closure , " State
of California Leaking Underground Fuel Tank Task Force , October ,
1989 .
A Division of San Joaquin County Health Care Services
