(ATC) and submitted on your behalf for the above subject site. In
the Reports, ATC concludes that ozone sparging appears to be a suitable and effective alternative for
remediating petroleum hydrocarbon-impacted soil in the saturated zone and groundwater beneath the
site. ATC conducted a limited duration ozone treatment pilot test for approximately 30 days using
ozone injection in the saturated zone in the on-site source area.
In a work plan (WP) , ATC proposed installation of three ozone sparge wells for the test. However, the
additional wells were not installed and ozone was injected utilizing two existing on-site air sparge
wells (AS-1 and AS-2) that were converted for ozone diffusion.
The EHD approves ATC's recommendation in the Reports to conduct ozone sparing for additional
corrective action and ground water cleanup. EHD directs you to submit a WP by February 29, 2012,
to perform continuous ozone sparging utilizing the existing wells and piping infrastructure.
After the WP is approved by the EHD, the full scale ozone injection remediation must begin within 60
days. Prior to conducting the full scale operation , contact Mr. James Barton with the Central Valley
Regional Water Quality Control Board (CVRWQCB) at (916) 464-4615, concerning the requirements
for a General Permit for injecting oxidants into the subsurface. You may not inject any substances
into the subsurface without the approval of the CVRWQCB .
If you have any questions , please contact Harlin Knoll , at ((2,09) 468-3442 .
Harlin Knoll , REHS Nuel C.
