(ATC) has prepared this workplan, on behalf of Mr. Raymond Farmer,
describing proposed soil and groundwater sampling activities at the above referenced site. The
proposed scope of work includes advancing two vertical soil borings, collecting soil samples from the
borings, collecting a groundwater sample from groundwater monitoring well MW3, conducting a
bench scale study to evaluate the potential effects of ozone treatment on impacted soil and
groundwater collected from the site, and preparation of feasibility report. If the results from the
bench scale indicate that the remedial approach is acceptable and effective, ATC will recommend the
installation and/or conversion of remediation wells and conducting an ozone sparge pilot test at the
site. This work was requested by the San Joaquin County Environmental Health Department
(SJCEHD) through correspondence dated March 31 , 2009.
INTRODUCTION
Site Location
The site is located on the north side of Oak Street and on the east side of Hunter Street in Stockton,
California, as shown on Figure 1. The property is located in a mixed residential and commercial
area. The site, formally occupied by Toyota Town Inc., is currently occupied by a church.
Site History
On October 6, 1987, Al Williamson, General Contractor, removed two 1 ,000-gallon leaded gasoline
tanks and one 550-gallon waste oil tank from the locations shown on Figure 2. Soil samples
collected after the tank removals contained elevated concentrations of petroleum hydrocarbons and
volatile organic compounds (VOCs).
On January 21 , 1988, Falcon Energy, attempted to remove all VOC contaminated soil by over-
excavating the former tank locations. The former tank locations were excavated to approximately 22
s:\environmental\62596\reports\workplan for soil sampling 1
