E COPY
P O BOX 6549
MORAGA CA 94570 MAY 2 4 1999
RE: ARCO STATION #434
501 W. KETTLEMAN LANE
LODI, CA
San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD)
has reviewed the work plan and addendum dated March 16 and May 10, 1999, prepared
by Secor International Inc. for the above referenced site. The work plan and addendum
I
propose overexcavation of areas found to be contaminated when the current UST
system is removed from the site. It is not clear if the overexcavation will occur after
analytical results are obtained from the soil sampling associated with the UST removal
or be decided on field observations. Collection of soil samples for analysis after
overexcavation was not.clearly discussed. A sufficient number of bottom and sidewall
soil samples from the excavated area should:be.collected so that decisions for any
further work needed at the site can be made. The samples should be analyzed for
oxygenates using EPA Method 8260, as well as BTEX and TPH as gasoline using
accepted EPA methods.
There are several vapor extraction and monitoring wells located in the UST system area.
Any wells that will be compromised by the removal or.overexcavation activities must be
destroyed under permit and inspection of PHS/EHD prior to the work. Submit a
PHS/EHD well permit application and $60 fee with a plan for well destruction.
Public notification for this corrective action must be performed by PHS/EHD. Please
indicate when the work plan is proposed to be implemented and when PHS/EHD can .
post the public notification at the site. I
If.you have any questions contact me at (209) 468-34.49.
Donna Heran, REHS, Director
Environmental Health Division
Margaret Lagorio, Supervising REHS
Site Mitigation Unit
c: Secor— Rusty Benkosky
A Division of San Joaquin County Health Care Services
