K k" KLE1 N FELDER
December 17, 1992r.-
File: 24-220152-DOQ
ri t=CMs. Linda Turkette ' 3'2
San Joaquin County Department of Public Health E fl _ ' i .'_ ;✓
Environmental Health Division ' T
P.O. Box 2009 r;+ iSMs,
Stockton, CA 95201
Subject: Initial Site Assessment and Remediation Work Plan
San Joaquin General Hospital
French Camp, California
Dear Ms. Turkette:
Enclosed is Kleinfelder's work plan to begin assessment and remediation at the T2/T3 site at
the San Joaquin General Hospital in French Camp, California. As we discussed during the
destruction of the municipal well at the hospital, Kleinfelder is proposing to install one boring
to assess the vertical migration of the previously detected hydrocarbons, and three monitoring
wells to assist with the lateral migration assessment and evaluate the potential that ground
water may have been impacted.
Based on RWQCB guidelines, these wells are proposed within approximately 10 feet of the
tanks. If ground water appears to have been impacted, additional wells may be warranted.
Kleinfelder will inform you of the results when they become available.
San Joaquin County is planning on removing tanks T2 and T3. The tank removal contractor
will be responsible for procuring the proper permits for the removal. Based on the assumption
that the impact to soil has been relatively limited (both vertically and laterally), Kleinfelder
currently anticipates remediating the soil during the tank removal. The tank removal
contractor will over-excavate the impacted soil. The soil will then be remediated by recycling,
biodegradation, or disposal at a proper facility.
Kleinfelder appreciates your involvement in this project. Drilling and well installation will
begin within two weeks of obtaining your approval. Tank removals should be scheduled
within one month after drilling has begun. If you have any questions, please do not hesitate to
call.
Sincerely,
KL ER, INC.
Dana W.
