KLEINFELDER <br /> WELL ABANDONMENT WORK PLAN <br /> SAN JOAQUIN COUNTY GENERAL HOSPITAL <br /> FRENCH CAMP, CALIFORNIA <br /> 24-220152-000 <br /> September 23, 1992 <br /> INTRODUCTION <br /> Kleinfelder is pleased to present this work plan to San Joaquin County This work plan was <br /> developed after discussions with you and the San Joaquin County Department of Public <br /> Health, Environmental Health Division (SJCEHD), and is a preliminary understanding of San <br /> Joaquin County's desires Kleinfelder is committed to providing quality service to its clients, <br /> commensurate with their wants, needs and desired level of risk If a portion of this work plan <br /> does not meet the needs of San Joaquin County, or if those needs have changed, Kleinfelder <br /> will consider appropriate modifications, subject to the standards of care to which we adhere as <br /> professionals Modifications such as changes in scope, methodology, scheduling, and contract <br /> terns may result in changes to the risks assumed by San Joaquin County, as well as <br /> adjustments to our fees. <br /> San Joaquin County Capital Projects (SJCCP) is administering the construction activities at the <br /> French Camp Hospital As part of the new construction, San Joaquin County wants to remove <br /> the water tower and destroy the supply well beneath the water tower. In August 1992, SJCCP <br /> requested a proposal from Kleinfelder to abandon the supply well Insufficient information <br /> was available to develop a procedure to properly abandon the well <br /> • To supply additional information, a down-hole video survey of the well was conducted by <br /> Layne-Western on September 8, 1992 (copy attached). The survey indicated that <br /> approximately 2 feet of turbine oil is floating on top of the water which is at a depth of <br /> approximately 44 feet Casing extended to a depth of approximately 174 feet Open hole was <br /> encountered from 174 feet to the total depth of 196 feet The bore-hole was reasonably intact <br /> from 174 feet to approximately 192 feet, but was washed out beyond the ability of the camera <br /> to view the sidewalls from 192 feet to 196 feet. In addition, the well casing was measured at <br /> the surface at 14-314 inch x 112 inch wall Furthermore, Mr. Steve Keeter (SJCCP) contacted <br /> the original installer of the well Clarke Drilling reported that the well was installed in 1924 <br /> with a surface seal to a depth of 80 feet <br /> Based on this information, SJCEHD has requested that a water sample be analyzed for <br /> petroleum hydrocarbons, and that the well casing be perforated below the surface grout seal. <br /> SCOPE OF SERVICES <br /> Kleinfelder has prepared the following scope of work to sample and abandon the well. <br /> Task 1 - Remove and Dispose of Turbine Oil <br /> Based on the video survey and the measured size of the casing, Kleinfelder estimates that <br /> approximately 20 gallons of turbine oil will need to be removed from the top of the water <br /> The oil will be removed from the well by bailing Upon removal, the oil will be contained in <br /> a 55-gallon drum and recycled by the drilling company <br /> FWP-92-20 Page 1 of 4 <br /> Copyright 1992 Kletnfelder, Inc <br />
