A generator shall prepare a Uniform Hazardous Waste Manifest on <br /> EPA Form 8700-22 prior to the transport of a hazardous waste for off-site transfer, treatment, storage or disposal. <br /> Ensure that a manifest is prepared each time hazardous waste is transported for off site transfer, treatment, storage <br /> or disposal. <br /> This is a Class II violation. <br /> 201 HSC 25163(a)Transported or transferred hazardous waste to a transporter without valid registration. <br /> According to Ms. Huston, the fire chief transported 110 gallons of used oil to Kludt Oil in Lodi on 3/8/17. This fire <br /> department is not permitted for transportation of hazardous waste. Transportation of hazardous waste shall be <br /> performed only a person that holds a valid registration issued by the Department of Toxic Substances Control to <br /> transport hazardous waste. Immediately begin using a registered hazardous waste hauler to transport any generated <br /> hazardous wastes. <br /> This is a Class 11 violation. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> The 55 gallon black steel drum of used oil was observed with no labeling. All hazardous waste containers shall be <br /> marked with the following information: <br /> -the words"Hazardous Waste" <br /> - name and address of generator <br /> - hazardous properties (ignitable, corrosive, reactive, toxic) <br /> - physical state (liquid, solid) <br /> -composition (contents) <br /> -accumulation start date <br /> Immediately label this container and ensure that all hazardous waste containers are marked with all the required <br /> information. <br /> This is a Class II violation. <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> A 55 gallon black steel drum of used oil filters was observed with an incorrect accumulation start date of 11/4/10. <br /> According to disposal records on site, the filters were disposed of on 3/8/17. Used oil filters shall be drained of <br /> free-flowing oil, stored in a closed, rainproof container, labeled as"drained used oil filters," and marked with an <br /> accumulation start date.
