CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. <br /> WASTE DISCHARGE REQUIREMENTS <br /> T <br /> FOR <br /> DEFENSE DISTRIBUTION DEPOT SAN JOAQUIN E <br /> SHARPE WASTEWATER TREATMENT FACILITY <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region (hereafter Regional N <br /> Board), finds that: <br /> 1. On 5 March 1997, the Defense Distribution Depot San Joaquin(hereafter Discharger) submitted T <br /> a Report of Waste Discharge (RWD) for treatment and disposal to surface water of municipal <br /> wastewater generated at the Sharpe facility. Subsequent to this submittal, the Discharger decided <br /> to not seek renewal of the National Pollutant Discharge Elimination System (NPDES) permit No. I <br /> 92-184, and instead apply for a permit to discharge treated wastewater to land within the <br /> Discharger's facility. Although a RWD for land discharge has not been submitted,the <br /> Discharger has provided the necessary information to prepare this permit through monthly <br /> performance monitoring reports, the October 1999 Water Management Report, and other <br /> supplemental reports. <br /> 2. For the purposes of this Order,the wastewater treatment facility (WWTF) shall mean the I <br /> wastewater treatment plant, the wastewater storage ponds, and the designated land application <br /> areas. The facility site location is shown on Attachment A, which is attached hereto and made <br /> part of this Order by reference. v <br /> 3. The discharge is presently governed by Order No. 92-184, adopted by the Board on 25 <br /> September 1992, which includes NPDES permit No. CA0003905. Order No. 92-184 prescribed E <br /> discharge to the South San Joaquin Irrigation District (SSJID) Canal. The Discharger has <br /> evaluated the available percolation pond adjacent to the WWTF and concluded that the pond is <br /> adequate for disposal of the anticipated long-term wastewater flows from Sharpe. Effluent from <br /> the WWTF may also be discharged to a temporary percolation pond south of Building 404. <br /> Storm water discharges to SSJID Canal are also covered under Order 92-184 and the Discharger <br /> has applied for coverage under the General NPDES Industrial Stormwater Permit(Order No. 97- <br /> 03-DWQ). <br /> Wastewater Treatment and Disposal System <br /> 4. The treatment facility and land application areas are in the northeast 1/4 of Section 24, T1 S,R6E, <br /> MDB&M, as shown on Attachment A. Industrial developments comprise most of the land usage <br /> immediately north, east, and south of the facility and land application area. The area west of the <br /> facility is primarily residential, but some commercial and industrial entities are also present. The <br /> SKID Canal and the Union Pacific Railroad are adjacent to the eastern property boundary. The <br />
