CENTRAL VALLEY REGIONAL WATER QUALITY CONTROL BOARD
INSPECTION REPORT
10 April 2000
DISCHARGER: Manuel Miranda Dairy
LOCATION &COUNTY: 13944 S. Brennan Road, Escalon, San Joaquin County
CONTACT(S): Manuel Miranda, Cm-ner, and Fernando Sequeira, Operator
INSPECTION DATE: 2 March 2000
INSPECTED BY: Louis F. Pratt
ACCOMPANIED BY: Terry W. Bechtel
OBSERVATIONS AND COMMENTS:
This inspection was conducted at the request of the fir. Miranda and Mr. Sequeira to determine
compliance with Waste Discharge Requirements (WDRs) for the purpose of obtaining a Grade A Milk
Marketing Permit. The inspection revealed no violations; however, the following matters were discussed
in regard to operating the dairy in compliance with the WDRs on a continuing basis:
Tail water recovery system
Mr. Miranda presented a bill of materials for construction of a sump and return pump to prevent
wastewater from discharging into Avena Drain a; Brennan Road.
Reduction of wastewater
It would be desirable to have enough storage capacity for the entire winter. Mr. Sequeira stated that he
would hand wash the cows instead of using the sprinkler wash pen.
Elimination of roof runoff
Roof gutters were recommended for the freestall barn and other structures to divert clean storm water
away from the waste pond. Mr. Miranda stated that roof gutters are planned for the future.
Reasonable loading of the cropland
Mr. Sequeira stated that all manure solids would be exported and that only wastewater would be applied
to cropland. He also stated that he would maintain a milking herd size of 200 to 250.
Approved:
