Box 746 <br /> Clements, CA 95227-0746 <br /> NOTICE OF VIOLA TIONAND WATER CODE SECTION 13267 ORDER FOR REPORTS, KRC <br /> AGGREGATES, CLEMENTS, SAN JOAQUIN COUNTY <br /> While performing a review of KRC Aggregates' monitoring reports, staff discovered that KRC is <br /> operating its aggregate plant in Clements in violation of Waste Discharge Requirements (WDRs) Order <br /> No. 5-01-145. KRC has failed to submit technical reports required by the WDRs and failed to perform <br /> all monitoring required by the WDRs. The violations are described below: <br /> • WDRs Provision No. E.La requires submittal of a report that describes the freeboard <br /> measurement locations for all ponds. The report was never submitted. <br /> • WDRs Provision No. E.Lb requires a report describing how the wastewater flow rate is <br /> measured. The report was never submitted. <br /> • WDRs Provision E.9 requires a copy of the Order kept at the discharge facility for reference by <br /> operating personnel and those personnel shall be familiar with its contents. At the time staff <br /> contacted you, you were not aware of the Order. <br /> • WDRs Provision E.2 requires the Discharger to comply with the Monitoring and Reporting <br /> Program (MRP). The monitoring reports KRC has submitted are incomplete. The following <br /> items are not reported: <br /> 0 Effluent wastewater flow monitoring was to begin by 21 September 2001. No wastewater <br /> flow monitoring has been reported. <br /> 0 Effluent concentrations of Total Dissolved Solids (TDS) are required to be monitored <br /> monthly. No TD data has been reported. <br /> 0 Wastewater pH measurements are required to be monitored monthly. No pH data has been <br /> reported. <br /> 0 Total Petroleum Hydrocarbons (TPH) is required to be monitored monthly. No TPH data <br /> has been reported. <br /> 0 An annual report is required by the MRP to be submitted by 1 February each year.
