Paul Kuzyk - 3 - 23 September 2004
a. "... the Discharger shall submit a report, prepared by a California Registered Engineer, which
describes the freeboard measurement locations for all ponds, or a pond location area. The
freeboard measurement location shall be consistent with Discharge Specification B.12."
b. "... the Discharger shall submit a report describing how the washwater flow rate is measured. If
required, a meter shall be installed by this date."
In addition, KRC has not submitted monitoring reports. By 29 October 2004, KRC shall submit all the
missing data collected as required by the MRP in the last 12 months. If the data was not collected, the
report shall so state and shall explain the steps to be taken to ensure that data is collected in the future.
In addition, KRC shall submit all future monthly and annual monitoring reports as required by MRP No.
5-01-145. Completion of the above reports is the first step toward correcting the deficiencies of
wastewater characterization at the facility. While we hope to work cooperatively with KRC, please
remember that failure to submit the above reports, or submittal of incomplete reports, is also subject to
enforcement actions.
If you have any questions, or wish to schedule a meeting to discuss these issues, please telephone Wendy
Wyels at(916) 464-4835 or Tim O'Brien at(916) 464-4616.
THOMAS R.
