Box 151 <br /> Stockton, CA 95201 <br /> MONITORING WELL DESTRUCTION WORKPLANAND WASTEWATER POND <br /> DECOMISSIONING, MANTECA,SAN JOA QUIN COUNTY <br /> Staff reviewed the 1 February 2006 Workplan, Monitoring Well Abandonment and the 8 February 2006 <br /> Addendum to Workplan, both prepared by Kleinfelder and determined the workplan for the well <br /> destruction is adequate. At Kleinfelder's request, the Workplan review was expedited; the Workplan <br /> was determined to be inadequate and the issues were discussed with Kleinfelder on 7 February 2006. <br /> Upon review of the Addendum, the description of well destruction activities was determined to be <br /> adequate. On 8 February 2006 staff contacted the San Joaquin County Environmental Health <br /> Department and informed them of the workplan status. In the future, please allow sufficient time for <br /> staff review. Future submittal of reports with such short review time may result in delays to your <br /> projects. <br /> The site closure activities remain incomplete. In conversations with Joe Zillis of Kleinfelder in late <br /> January 2006, staff communicated the need to document the wastewater pond closure activities. That <br /> work has not been adequately described. Because the former wastewater pond location may contain <br /> waste constituents at concentrations that require further action, development at that location should be <br /> delayed until those issues can be evaluated and remediated if needed. Staff has been informed that soil <br /> samples were collected at the former wastewater pond. By 10 March 2006, please submit all data <br /> collected at the wastewater pond with the Well Destruction Report and descriptions of any remedial <br /> activities that are warranted.
