Anderson Street <br /> Stockton, CA 95206-1282 <br /> DETERMINA TION OF WASTEWATER CLASSIFICATION, TANKER WASH USA, <br /> STOCKTON, SAN JOA QUIN COUNTY <br /> Staff have reviewed the 24 March 2004 Report of Waste Discharge (RWD) prepared by Nolte <br /> Associates for the Tankerwash USA facility at 743 W. Anderson Street, Stockton. On 7 October 2004, <br /> staff visited the Tankerwash facility and the FTG Recycling Yard to better understand the source of <br /> wastewater and the proposed method of disposal. Staff has determined that the proposed application of <br /> wastewater to the soil piles is not protective of groundwater quality and is not consistent with the <br /> requirements of the California Water Code, the Basin Plan, or Title 27 of the California Code of <br /> Regulations. The determination is based on the wastewater quality, groundwater quality, wastewater <br /> classification, and the disposal method. Each of the items is discussed below. <br /> Wastewater Quality <br /> Because the facility has not yet begun operation, site-specific data on wastewater quality is not <br /> available. However, the table below presents an estimate based on information contained in the RWD. <br /> The proposed discharge includes site-generated tank trailer cleaning wastewater and off-site generated <br /> winery wastewater that would be hauled to the Tankerwash USA facility for treatment and disposal. <br /> The concentration data presented is for untreated wastewater; however, the discharger proposes to <br /> substantially reduce Biochemical Oxygen Demand (BOD) concentrations through treatment. Similarly, <br /> the organic fraction of Total Dissolved Solids (TDS) will be reduced; however the fixed dissolved <br /> solids fraction will not be reduced in the existing treatment process.
