International R\110ES <br /> 333 Ravenswood Avenue <br /> Menlo Park, CA 94025 <br /> Dear Ms. Hanen: <br /> VARIANCE DETERMINATION <br /> RE: VARIANCE DENIAL FOR THE TREATMENT OF EXPLOSIVE SOLID WASTE <br /> EPA ID NO. CAD980883847 <br /> On October 21, 1987 you applied to this Department for a variance <br /> from the hazardous waste facility permit requirements in Chapter <br /> 30, Division 4, Title 22 , California Code of Regulations (CCR) , <br /> to treat explosive wastes by detonation and open burning. <br /> A review of your application and of inspections done by Bob <br /> Aragon of this office indicated the following: <br /> 1) The facility is located at Corral Hollow Road, Tracy, CA. <br /> 2) The waste treatment process includes detonation or open <br /> burning of the wastes in open pits. The wastes are stored <br /> in a magazine at Bunker No. One, designed to store explosive <br /> material. <br /> 3) Wastes include PETN, RDX, Primacord, Datasheet, Blue Dot, <br /> filters and Kimwipes laced with Acetone, and Styrene Beads. <br /> Quantities of destroyed explosives range from 500 to 13 ,721 <br /> grams and detonations occur approximately every other month. <br /> 4) Inspections conducted by Bob Aragon of the Department on <br /> September 16, 1987, October 21, 1987, and January 6, 1988 <br /> discovered eleven generator and Interim Status violations of <br /> Title 22 , (CCR) . Those violations resulted in a Complaint <br /> for Penalty and Corrective Action Order issued by the <br /> Department January 29, 1988 . <br /> 5) The chemical compounds listed above include Class A <br /> explosives. Class A explosives are a regulated hazardous <br /> waste under Section 261. 23 of 40 Code of Federal Regulations <br /> (CFR) . <br />
