that the facility has a written estimate of the cost of closing <br /> the facility. <br /> 3 . 1 . 11. Within 30 days of the effective date of this Order <br /> Respondent shall provide evidence in writing to the Department <br /> that the facility analyze the waste they treat in their thermal <br /> process to enable them to establish steady state operating <br /> conditions and to determine the type of pollutants which might be <br /> emitted. At a minimum the analysis should determine: <br /> (a) Heating value of the waste; <br /> (b) Halogen content and sulfur content in the waste; <br /> (c) Concentrations in the waste of lead and mercury. <br /> 3 . 2 . Submittals. All submittals from a Respondent pursuant <br /> to this Order shall be sent simultaneously to: <br /> Dwight R. Communications. All approvals and decisions of the <br /> Department made regarding submittals and notifications will be <br /> communicated to Respondent in writing by a Section Chief, Toxic <br /> Substances Control Division, Department of Health Services, or <br /> his/her designee. No informal advice, guidance, suggestions, or <br /> comments by the Department regarding reports, plans, <br /> specifications, schedules, or any other writings by Respondent <br /> shall be construed to relieve Respondent of the obligation to <br /> 8 <br />
