The following is an itemized list of hazardous waste violations that have not been addressed for RIG MASTER TRUCK REPAIR INC as of February 18, 2020. Open violations from December 09, 2019 inspection metering shutdown devices, loss of pressure actuated shut-off devices)that are visually inspected for leaks on a daily basis. CORRECTIVE ACTION: Have a qualified Professional Engineer prepare a tank assessment for each tank. Provide a corrective action statement and supporting documentation to the San Joaquin County Environmental Health Department(EHD)within 30 days. Provide a copy of all tank assessments,when available. ❑ This violation was corrected ❑This violation will be corrected by(date): ❑ Supporting documents included Describe actions taken or will be taken to correct violation: Violation#507-Failed to conduct daily inspections of hazardous waste tank system and maintain records onsite. OBSERVATION: The facility has a hazardous waste tank but does not have three years of complete daily tank inspection records. Note: Operator could not provide daily tank inspection records for one 1000 gallon used oil tank and one 500 gallon waste antifreeze tank. REGULATION GUIDANCE: (a)The owner or operator shall inspect,where present, at least once each operating day: (1)overfill/spill control equipment(e.g.,waste-feed cutoff systems, bypass systems, and drainage systems)to ensure that it is in good working order; (2)the aboveground portions of the tank system, if any, to detect corrosion or releases of waste; (3)data gathered from monitoring equipment and leak-detection equipment, (e.g., pressure and temperature gauges, monitoring wells)to ensure that the tank system is being operated according to its design; (4)the construction materials and the area immediately surrounding the externally accessible portion of the tank system including secondary containment structures(e.g., dikes)to detect erosion or signs of releases of hazardous waste (e.g.,wet spots, dead vegetation); and (5)for uncovered tanks,the level of waste in the tank, to ensure compliance with section 66265.194(b)(3). (c)The owner or operator shall document in the operating record of the facility an inspection of those items in subsection (a)of this section. CORRECTIVE ACTION: Immediately start conducting and documenting complete daily hazardous waste tank inspections.
