' Attachment III, the FS portion of the Work Plan, is very <br /> generic. EPA requests DDRW-Tracy to be more specific in <br /> identifying tasks which will yield the Comprehensive FS report. <br /> (e.g. , contaminant- and technology-specific information, a <br /> preliminary list of technologies/alternatives and ARARs, details <br /> on the screening strategy, a discussion of treatability studies, <br /> etc. ) Attachment III includes a copy of EPA's OSWER Directive <br /> 9355. 3-01FS3 (NOV 89) which, though intended to be FS report <br /> guidance, provides basic information to assist in the development <br /> of a more detailed FS Work Plan. <br /> Attachment IV, contains EPA's comments on the QAPP and SAP. <br /> In general, these documents also need to be more specific. <br /> Further, the authors of the QAPP seem to be under the erroneous <br /> assumption that the analytical laboratory will provide the QA/QC <br /> procedures. <br /> Attachment V, regarding the Data Management Plan, requests <br /> DDRW-Tracy to expand its database in the area of QA/QC <br /> information. <br /> The Work Plan presents a discussion of five additional OUs <br /> for DDRW-Tracy (p. 3-184 of addendum) . However, the Work Plan is <br /> not the optimum mechanism for the proposal of new OUs (see FFA § <br /> 4 . 2 , 8 . 2 and 8 . 4 , which require specific timelines for the review <br /> and approval of OUs) . EPA requests that discussions continue <br /> (pursuant to Section 4 . 2 of the FFA) to try to achieve consensus <br /> between the FFA parties.
