1 <br /> Mitigation measures that will be taken in order to avoid or <br /> reduce the adverse environmental effects of the remedial actions <br /> selected are as follows : <br /> -- Monitoring wells located in the immediate vicinity of the <br /> extraction and injection wells will be monitored and sampled <br /> to determine the efficiency of the extraction and injection <br /> systems <br /> i -- A groundwater model will be devel'oped . to predict future <br /> offsite migration of the contaminant plume and aid in the <br /> design of t4he final remediation system. <br /> -- A carbon adsorption system will be installed on the air <br /> stripper to remove volatile organics from the air stream <br /> thus reducing emissions. <br /> This Remedial Action Plan (RAP) is in compliance with Section <br /> 25350 , subpart F of the National Oil and Hazardous Substances <br /> Pollution Contingency Plan (40 CFR Sec . 300 . 61 et seq . ) and any <br /> amendments thereto , and Subdivision (c) of Chapter 6 . 8 , <br /> Section 25356 . 1 of H&SC. <br /> This document complies with technical and administrative <br /> requirements of the RCRA (40 CFR 260-270) and California <br /> Administrative Code , Title 22 as applicable . <br /> The necessity to protect the public health and environment from <br /> present or potential risks is addressed in the Environmental <br /> Assessment in the RI half of the RI /FS. Public health was <br /> considered through the specific exposure pathways , they are : <br /> j a . Drinking and showering in water from onsite wells . <br /> b . Drinking and showering in water from offsite wells . <br /> C . Ingestion of contaminated soils present onsite . <br /> d . Inhalation by offsite human receptors and by onsite <br /> construction workers of volatile organic compounds <br /> identified in soil gas samples collected at various <br /> locations on the site . <br /> e . Ingestion of and skin contact with contaminated onsite <br /> soil . <br /> f . Ingestion of crops watered with contaminated offsite <br /> groundwater . <br /> The environment of the depot and areas surrounding it that coulc <br /> be impacted by onsite contaminants are not inhabited by any <br /> known endangered soecies. The portion of the Delta- Mendota <br /> Canal closest to the site is located about a miles southwest <br /> (upgradient) of the site and that portion of :he San Joaquin <br /> River closest to the site is located 4 . 7 miles northwest of the <br /> site . <br />
