Both on site and off site <br /> National Pollutant Discharge discharges from CERCLA sites to <br /> Elimination System (NPDES) surface waters are required to meet <br /> the substantive CWA limitations, <br /> monitoring requirements [40 CFR <br /> 122.41(i ) ; 40 CFR 136. 1; 40 CFR <br /> 136.4] , and best management practices <br /> [40 CFR 125. 100] . <br /> The Clean Water Act defines "Water <br /> Quality Standards" to include <br /> "provisions of state or federal law <br /> which consist of a designated use or <br /> uses for the waters of the U. S. and <br /> water quality criteria for such waters <br /> based on such uses. " The Water <br /> Quality Control Plans promulgated by <br /> the State and Regional Water Boards <br /> contain CA's water quality standards <br /> as beneficial use designations for <br /> surface and ground waters and water <br /> quality objectives (criteria) to <br /> protect such uses. <br /> February 28, 1992 -2- <br />
