The Investigation Report <br /> presents a summary of activities completed to define the extent of petroleum hydrocarbon and methyl <br /> tertiary butyl ether(MtBE) contamination in soil and groundwater at the subject site. <br /> In June 2000, MtBE was identified in on-site monitoring well MW-5 at a maximum concentration of <br /> 32.4 micrograms per liter(µg/1). The City of Lodi Well No.12 (Well 12), an active municipal well, is <br /> less than 100 feet downgradient of MW-5. Based on the lack of definition of petroleum hydrocarbons <br /> and MtBE in site soil and groundwater, the proximity to Well 12, and site accessibility issues, staff <br /> issued a California Water Code Section 13267 Order to Equiva Services LLC (Equiva), and property <br /> owners Ms. Barbera and Ms. Sanders on 11 December 2000 requiring submittal of a soil and <br /> groundwater investigation report. <br /> On 22 February 2001,Board staff met with Equiva, Equilon Enterprises LLC, and Cambria to discuss <br /> the requirements of the 11 December 2000 13267 Order. Staff agreed to a revised scope of work to <br /> define the vertical extent of groundwater contamination using cone penetrometer technology(CPT), and <br /> agreed not to recommend enforcement action if site access was secured by 5 March 2001. <br /> Cambria completed additional groundwater monitoring in March 2001, then completed soil and <br /> groundwater sampling in April 2001. Soil contamination was identified to a maximum depth of 35 feet <br /> near MW-5. Cambria concluded that the MtBE contamination originally identified in groundwater at <br /> monitoring well MW-5 was a result of smearing contaminated soils into first water at approximately <br /> 55 feet. The depth-discrete groundwater sample collected from CPT-2 at 88 to 92 feet, the next deeper <br /> water bearing interval, was non-detect for all constituents using EPA Method 8260B. <br /> Equiva submitted the Soil Remediation Workplan to the San Joaquin County Environmental Health <br /> Division (County) and the Regional Board on 30 July 2001.
