PHSIEHD has a contract with California State Water
Resources Control Board to conduct an underground storage tank corrective action program. The
above referenced site was placed in the PHSIEHD Local Oversight Program (LOP) in March 1999 due
to an unauthorized release that was discovered during UST and piping removal.
One 10,000-gallon, one 8,000-gallon, and one 5,000-gallon steel gasoline USTs were removed along
with associated piping and dispensers on January 19, 1999- Soil samples were collected and
contamination was documented. The tank area, dispensers, and piping with contamination were
overexcavated and resampled during PHSIEHD inspection.
PHSIEHD has completed review of the"Underground Storage Tank Removal Report' prepared by
Cambria Environmental Technology, Inc. dated June 11, 1999. The report contains analytical results
for soil samples collected at the site. The areas beneath Dispenser 1 and 2 were excavated to the
limits of the backhoe. The soil beneath Dispenser 1 (DS-1) has Benzene and MTBE concentrations of
.00808 ppm and 3.50 ppm respectively. The soil beneath Dispenser 2 (DS-6) contains TPH-gas,
Benzene and MTBE concentrations of 706 ppm, 0.962 ppm, and 60.4 ppm respectively. The soil
beneath Dispenser 3 (DS-5) had concentrations of 1.91 ppm MTBE. Piping sample (PL-9) at 2.5 feet
evidenced contamination and was resampled (PL-10) at 3.5 feet with a residual concentration of 1.95
ppm MTBE.
Based on the soil analytical results contained in the report, PHSIEHD directs you to further investigate
the areas of Dispenser 1, 2, 3, and the product line near sample PL-9.
Please submit a work plan, a well permit application and an $89 permit fee by September 30, 1999 to
further characterize these areas of concern.
If you have any further question regarding this matter, contact Harlin Knoll at(209)468-3442.
Donna Heran, REHS, Director
Environmental Health Division
Harlin Knoll, Senior REHS MargareLagorio, REHS
Site Mitigation Unit Supervisor
cc: RWQCB, Central Valley Region — Mark List tokayshell
Cambria
Division of San Joaquin Couni, ' eaith Care Services
