Box 6012 <br /> San Ramon, CA 94583-0904 <br /> REVIEW OF REPORTS, SOUTH SHORE PARCEL PARCEL 2A, L&M OPERABLE UNIT, <br /> STOCKTON, SAN JOAQUIN COUNTY <br /> Staff of the Central Valley Regional Water Quality Control Board(Regional Board) and Department of <br /> Toxic Substances Control (DTSC)reviewed the following reports submitted by SECOR Intemational <br /> Incorporated (SECOR) on behalf of the L&M Operable Unit (OU) for a portion of Parcel 2A of the <br /> South Shore Parcels along West Weber Avenue in Stockton(site): <br /> • 30 April 2004 First Quarter 2004 Site Status and Groundwater Monitoring Report(First QMR); <br /> • 30 August 2004 Remedial System Startup Report(Startup Report); <br /> • 29 October 2004 Third Quarter 2004 Site Status and Groundwater Monitoring Report(Third <br /> QMR); and <br /> • 22 December 2004 Interim Pipeline Removal and Abandonment and Soil Excavation Report <br /> (Interim Report). <br /> The First and Second QMRs discuss the groundwater monitoring activities conducted in February and <br /> September,respectively,the trends in separate phase hydrocarbons, deep zone pollutants, arsenic <br /> concentrations, and status of remedial activities. The Startup Report discusses the startup of the dual <br /> phase extraction system, which was later shut down due to safety concerns associated with the proposed <br /> excavation activities at the site. The Interim Report,provided as a brief summary, discusses the soil <br /> excavation and pipeline removal and abandonment activities conducted at the site. The L&M OU will <br /> provide a final and complete report by 10 February 2005, as requested in Regional Board staff s <br /> 14 May 2004 letter. <br /> The following are Regional Board and DTSC comments on the First QMR and Startup Report: <br /> 1. The figures in the First QMR that listed concentrations of constituents detected that quarter differ <br /> from the concentrations listed in the table and analytical reports.
