On 5 August 2004, Regional Board staff received the <br /> 4 August 2004 Site Investigation Workplan (Work Plan), but it did not state who the report was <br /> submitted on behalf of and at that time, the RDA had not agreed to implement the work. Once the RDA <br /> had agreed to implement the work proposed by WKA, comments on the Work Plan were provided to <br /> Mr. Kurt Balasek and Mr. Matthew Taylor of WKA during an 18 August 2004 telephone conversation. <br /> RThe Department of Toxic Substances Control (DTSC) has also reviewed the Revised Work Plan. <br /> egional Board and DTSC staff have the following comments on the Revised Work Plan: <br /> 1• Page 3 of the Revised Work Plan states, "...the sample was analyzed using the TCLP method" but <br /> the following sentence identifies the concentration in milligrams per kilogram. Solubility test <br /> results should be provided in milligrams or micrograms per liter. <br /> 2Ih The first paragraph on Page 4 of the Revised Work Plan discusses that DTSC waived the <br /> requirements for a Preliminary Endangerment Assessment (PEA). It should be noted that DTSC <br /> waived the requirements based on the submittal of other documents that were equivalent to a <br /> PEA. <br /> 3• The RDA does not provide a description of where the excavated soil will be placed. The RDA <br /> needs to provide this description and based on previous DTSC correspondence, may not store the <br /> contaminated soil on Parcel 4. <br /> 4. The RDA proposes to collect a sample every 100 feet of exposed surface area. This needs to <br /> include every 100 feet vertically as well as laterally.
