Box 6012 <br /> San Ramon, CA 94583-2324 <br /> REVIEW OFREPORTS, SOUTHSHORE PARCEL PARCEL 2A,L&M OPERABLE UNIT, <br /> STOCKTON, SAN JOAQUIN COUNTY <br /> Staff of the Central Valley Regional Water Quality Control Board has reviewed the following reports <br /> submitted by SECOR International Incorporated and Earth Tech on behalf of the L&M Operable Unit <br /> for a portion of Parcel 2A of the South Shore Parcels along West Weber Avenue in Stockton(site): <br /> • 5 March 2004 Summary oflnitial Methane Screening(Methane Screening Letter); <br /> • 5 March 2004 Revised Underground Utility Search Report(Report); <br /> • 15 April 2004 Extension Request for Additional Assessment Report Submittal(Extension <br /> Request Letter); and <br /> • 15 April 2004 Work Plan for Pipeline Abandonment, Removal, and Soil Excavation and Soil <br /> Vapor Extraction Well Installation (Work Plan). <br /> The Methane Screening Letter includes a discussion of the initial field screening activities and <br /> sampling results and provides conclusions and recommendations based on the results. Department of <br /> Toxic Substances Control (DTSC) staff may provide comments on the Methane Screening Letter under <br /> separate cover. The Report revises the 9 January 2004 Underground Utility Search Report based on <br /> comments provided by Regional Board and DTSC staff. The Report describes the potholing activities <br /> to uncover underground lines to determine whether utility lines identified on old site maps were <br /> removed or abandoned in place. The Extension Request Letter requests a due date of 19 July 2004 for <br /> the Additional Assessment Report to allow sufficient time to secure access agreements and complete <br /> the work proposed. As stated in Regional Board staff's 27 April 2004 email, we concur with the <br /> requested due date extension. The Work Plan proposes to remove and where unable to remove, <br /> properly abandon underground product lines, over excavate soil during the pipeline removal on the <br /> L&M OU portion of Parcel 2A, and to install six horizontal soil vapor extraction(SVE) wells below <br /> the apartment buildings on the Delta Gateway property. L&M OU has provided significant detail of <br /> how the pipelines will be removed/abandoned, rinsed, and grouted, efforts for dust control and <br /> prevention of releases from the pipelines during removal/abandoning activities, collection of soil <br /> confirmation samples,backfilling of excavated areas, installation of the horizontal SVE wells, and <br /> investigative-derived waste handling and disposal.
