Box 6012 <br /> San Ramon, CA 94583-2324 <br /> REVIEW OF INTERIM REMEDIAL ACTION PLAN, SOUTH SHORE PARCELS, L&M <br /> OPERABLE UNIT, STOCKTON, SAN JOAQUIN COUNTY <br /> We have reviewed the 16 July 2003 Interim Remedial Action Plan (IRAP) submitted by SECOR <br /> International Incorporated on behalf of the L&M Operable Unit (OU). The IRAP proposes to <br /> install five new dual phase extraction(DPE)wells, and extract soil vapor and groundwater from <br /> these wells along with seven existing DPE wells. The IRAP proposes to treat soil vapors using a <br /> thermal/catalytic oxidizer prior to release into the atmosphere and to recover separate phase <br /> hydrocarbons with the Non-aqueous Extraction Technique (NETTM) system. The L&M OU will <br /> extract and treat groundwater with granular activated carbon at about 15 gallons per minute prior <br /> to discharge to the publicly owned treatment works. The Department of Toxic Substances <br /> Control has reviewed the IRAP and has no comments. <br /> Regional Board staff concurs with the IRAP provided that the L&M OU provides information on <br /> controls for noise abatement and a schedule for routine operation and maintenance checks by <br /> 20 August 2003. Based on the time needed to secure permits and install the additional wells and <br /> NET TM system, by 5 December 2003 please submit a system installation report along with a <br /> status summary of the first month of operation.
