Kettleman Lane
Lodi, CA
San Joaquin County Public Health Services, Environmental Health Division
(PHS/EHD) is providing you with notification that the State Water Resources
Control Board Underground Storage Tank Cleanup Fund Program (Cleanup Fund) staff
has reviewed our file on the above referenced site to determine if you are in
compliance with corrective action directives.
In 1989 a site assessment was performed at this site to assess subsurface
conditions prior to a planned underground storage tank (UST) closure/replacement.
Fifteen shallow soil borings were drilled and eleven soil samples collected
during drilling were analyzed. Some gasoline contaminants were evidenced in
these samples.
In 1990 three monitoring wells were installed at the site. The groundwater
gradient for this site varies from southeast to southwest. As previously
discussed in a February 1994 letter there are no monitoring wells close to and
downgradient of the underground storage tanks or boring 8 where soil
contamination was evidenced.
Further investigation to define the extent of the soil/groundwater contamination
is warranted. PHS/EHD has accepted annual sampling and monitoring until this
further investigation is conducted.
The Cleanup Fund requires active investigation and remediation. In order to
remain in compliance for reimbursement from the Cleanup Fund a work plan for
further investigation of the site must be submitted within 90 days of the date
of this letter. If you choose to proceed with the UST closure/replacement
discussed in 1989 as the further investigation, please submit the tank closure
and replacement plans to the PHS/EHD UST unit within 30 days of the date of this
letter.
If you have any questions contact Margaret Lagorio at (209) 468-3449.
Donna Heran, REHS, Director
Env
ironmental Health Division
orio, Lead Senior REHS Diane on, REHS
Site Mitigation Unit Supervisor
ML
c: SWRCB - Barbara Andersen
c: CVRWQCB - Beth Thayer
c: Fugro West, Inc.
A Nsision of San Joaquin Court-, Health Care Services
