PUBLrC HEALTH SERVICES
SAN JOAQUIN COUNTY z: Z
Q: .a
JOGI KHANNA N.D.,M.P.H.
Health Officer
P.O. Box 2009 (1601 East Hazelton Avenue) Stockton, California 95201
(209) 468-3400
JUN 0 3 1991
DARRELL ROBINSON Fly
SHELL OIL COMPANY
1390 WILLOW PASS ROAD
CONCORD CA 94520
RE: Tokay Shell IN REPLY REFER TO SITE CODE: 1906
420 W. Kettleman
Lodi, CA
We have completed our review of your"Monitoring Well Installation Results Report"dated March 26, 1991,
and "Quarterly Groundwater Monitoring Report" dated April 30, 1991, prepared by Aegis Environmental,
Incorporated. In the March 26, 1991 report it stated, "groundwater appears to flow southwesterly to
southeasterly." In the April 30, 1991 report is states the gradient is southeast. Monitoring well #3 is
southwest of both the existing underground tank location and the proposed new underground tank location.
There is no monitoring well to the southeast of these locations. A monitoring well should be installed
southeast of these locations since contamination was found in the soil borings drilled in these two areas.
Submit a work plan for the installation of this monitoring well by July 23, 1991.
Fecal coliform was reported in monitoring well #2 at greater than 16mp1/100m1 (most probable number).
This well should be tested for fecal coliform again during the neat quarterly sampling.
Upon review of previous reports there is additional information that should be included in your next
quarterly report. Disposal of the soil generated from drilling borings B1 - B16 has not been documented.
In the report dated March 26, 1991, you state that the soil generated from installation of the monitoring
wells was taken to a landfill in Richmond. Provide receipts to verify the soil was disposed of at this landfill.
In the"Pre-Tank Replacement Site Assessment Results Report"dated October 15, 1989,Aegis Environmental
recommended removing contaminated soils from the proposed underground tank location and sampling the
soil to confirm the excavation was "clean" prior to installing the new tanks. We agree with this
recommendation and anticipate it being incorporated into the future plans for this site.
If you have any questions contact Margaret Lagorio, Senior REHS, of my staff at (209)468-3449.
Jogi Khanna, M.D., M.P.H.
Health Offic
urie A.
