INITIAL SITE ASSESSMENT <br /> EXECUTIVE SUMMARY <br /> The California Department of Transportation (Caltrans) District 10 - Environmental Engineering <br /> Branch retained Geocon Consultants, Inc. to perform an Initial Site Assessment (ISA) of the Tracy <br /> Maintenance Station. The objective of the ISA was to provide a summary of recognized <br /> environmental conditions associated with the former and current facility operations. Caltrans <br /> requested the ISA to identify potential onsite and adjace t property environmental impairments that <br /> may impact land use planning, the health and safety of nsite personnel, and/or the construction of <br /> future onsite improvements. The scope of the ISA included a site reconnaissance, an offsite survey, a <br /> review of historical records and environmental documents, asbestos and lead-based paint building <br /> surveys,data evaluation and the preparation of this report <br /> The Site was developed as a California Department of Tr insportation (Caltrans) maintenance station <br /> in 1970 including the office, equipment building, wareh use and Ioading dock, gas house, material <br /> storage bins, wash rack and two 7,600-liter (2,000-gallon) fuel underground storage tanks (USTs). A <br /> wood storage shed was constructed at the Site in 1999. Facility operations generally include the <br /> storage and repair of Caltrans vehicles and equipment used for the maintenance of California <br /> highways. <br /> In April 1988, one waste oil UST was removed from the Site, and in September 1996, one steel <br /> 7,600-liter(2,000-gallon) gasoline UST and one steel 7,600-liter(2,000-gallon)diesel fuel UST were <br /> removed from the Site. A 7,600-liter (2,000-gallon) diesel aboveground storage tank (AST) was <br /> subsequently installed at the Site. Petroleum hydrocarbons were not detected in soil and groundwater <br /> samples collected during the 1996 UST removal activities with the exception of a methyl tert-butyl <br /> ether (MTBE) concentration of 31 micrograms per liter (gg/l) reported for a grab groundwater <br /> sample. The reported presence of MTBE was based on Environmental Protection Agency (EPA)Test <br /> Method 8020 data and may represent a false positive. The San Joaquin County Environmental Health <br /> Division (SJCEHD) issued a `no further action' letter in J nuary 1997 (misdated January 3, 1996) for <br /> the fuel UST removals. The potential presence of MTBE in groundwater near the former fuel USTs <br /> should be confirmed using EPA Test Method 8260 to d termine if regulatory groundwater quality <br /> limits have been exceeded. <br /> The Site is bounded by I Ph Street to the north, Corral lAollow Road to the east and Krohn Road to <br /> the southwest. Adjacent facilities include a Chevron service station and commercial development to <br /> the east and residential development to the north and south. <br /> Based on the information presented in this ISA, the following recognized environmental conditions <br /> Project No.S8225-06-146 -i- May 25,2001 <br />
