1
r16)
riaInc .
An Environmental Services Company
' March 24 , 1992
Zf 7r
Mr. Michael Infurna, RENS
San Joaquin County Department of Public Health Services
Environmental Health Division
P.O. Box 2009
Stockton, CA 95201
RE: Interim Report Concerning the Subsurface Investigation
at 305 South Hutchins Avenue, Lodi CA.
' Dear Mr. Infurna:
Uriah has been authorized by the City Thrift and Loan Association
' of Sepulveda, CA, owner of the property in question, to submit
this report concerning the subsurface investigation performed
in accordance with protocol set forth in a workplan previously
submitted to, and approved by, the San Joaquin County Department
of Public Health Services Environmental Health Division (DHS/EHD)
(Uriah, 1991b) . The tasks described herein were performed to
more fully define the vertical and horizontal extent of soil
and groundwater contamination ( if any) and permit the
construction of an on-site remediation system (Uriah, 1991b) .
' SITE OVERVIEW
' 305 South Hutchins Avenue ( formerly 500 West Lodi Avenue) , Lodi
is fully developed as a commercial facility and is presently
occupied by Togo ' s Restaurant. Asphalt driveway and parking
completely surround the restaurant and covers the entire property
with the exception of several landscaped areas (see Figure 2 ) .
City of Lodi records indicate that the site was occupied by
' a gasoline service station as early as 1943 . The Texaco Oil
Company, which appears to have operated a service station at
the site between 1971 and 1979, advised Uriah that all
underground storage tanks were removed from the site in 1979 .
' Consistent with standard practice at that time, no soil or
groundwater sampling was performed. Above-ground service station
structures were demolished in 1980, and a permit to operate
a restaurant at the site was issued in 1981 .
1 .
' 464 Lindbergh Avenue Livermore, California 94550 (415) 455-4991
