. Health and Safety Plan
For
Underground Tank Removal or Contaminated Soil Re-excavation
PURPOSE AND SCOPE
The Health and Safety Plan, for underground tank removal or contaminated
soil re--excavaticari provides for the protection of on-site personnel and
the surrounding community during the characterization activities being
preformed. Requirements, speca`ficationsand procedures presented with this
plan will apply to all personnel on-site, including employees, subcon-
tractors, site visitors and regulatory agency personnel..
KEY PERSONNEL
HAZARD ANALYSIS
The most significant risk associated with petroleum contaminated soil is
exposure to aromatic compounds. Skin contact will be eliminated by use of
clothing, eye wear, and gloves. Inhalation hazard will be minimumized by
using appropriate respiratory protective devices as determined by on--site
air monitoring. The Safety Coorda.nator/Project Manager will establish an
exclusion zone encompassing a 50 foot radius from the work area. Access
within this zone will be limited to required personnel. Total organic
vapors will be monitored within the exclusion zone using a photozdnization
detector(PID) calibrated for benzene the most toxic of the aromatic hy-
rocarbons. Current enforceable and recommended exposure limitations for
potetntial site contaminants are presented in Table # 1.
