In our discussion you
indicated that you had received and reviewed the package forwarded to you from
this office on April 4. You indicated that you were in concurzefice with Clearwater's
recommendation to remove the carbon from the vapor extraction system at the
referenced site, as long as the system was operated in the configuration shown on
the provided diagram. You also requested that we provide your office with a letter
requesting approval to remove the carbon.
This letter serves as a formal request to remove the carbon from the vapor
extraction system at the referenced facility. The system has not been in operation
since March 28, the day the total system air samples were collected. It will be
restarted in the next few days, and will operate continuously until such time that
the site is remediated to the satisfaction of the local oversight agency. The
equipment will be monitored on a weekly schedule, with air samples collected
periodically to ensure compliance with emissions criteria.
Thank you again for your assistance.
Very truly yours,
Clearwater Group, Inc.
Mark B.
