Box 944212 <br /> Sacramento, CA 94244-2120 <br /> Subject: Underground Storage Tank Cleanup Fund (USTCF) Claim No. 004219, <br /> Ekholm Properties Partnership, 1702 Jackson Street, Escalon, California <br />{ Mr. Lockwood: <br /> This letter is to serve as a request regarding pre-approval of USTCF funds for additional work <br /> proposed at the above referenced site. Smith Environmental Technologies Corporation has <br /> been requested by Mrs. Margaret B. Ekholm (the client) to complete corrective action work at <br /> the subject site. <br /> In August 1994, the client obtained three bids to implement soil remediation at the site. <br /> Reimbursement Request packages, including copies of these bids, have previously been <br /> submitted to your office on behalf of.the client by Neumiller & Beardslee. At that time the <br /> contract was awarded to another consultant, Clearwater Group. Clearwater Group completed <br /> the design, permitting, installation, startup and operation of the soil vapor extraction. <br />,I In May 1995, Smith Environmental was contracted by the client to provide oversight <br /> management of the project because the client moved to Illinois. In September 1995, the client <br /> contacted Smith Environmental and requested that we provide her with an estimate to complete <br /> the remediation work at the site. The client was concerned about the inability of Clearwater <br /> Group to obtain closure on the site due to lack of response to San Joaquin County Public <br /> Health Services, Environmental Health Division (PHS/EHD). The remaining work, in brief, <br /> 1 includes the operation of a soil vapor extraction system for approximately one quarter, <br /> performing one quarter of groundwater monitoring, advancing soil confirmation borings, <br /> preparing a closure report, abandoning groundwater and vapor wells, and decommissioning the <br /> soil vapor extraction system. Linda Turkatte of PHS/EHD has been consulted regarding this <br /> matter and has concurred verbally with the proposed additional work.
