Jackson, Escalon, CA <br /> Dear Ms. Turkatte: <br /> As you may know, Mrs. Ekholm received a Letter of Commitment <br /> for this property from the State Water Resources Control Board <br /> Underground Storage Tank Cleanup Fund (Fund) . <br /> We were ready to proceed with the proposal prepared by RESNA <br /> when we called the State Board one last time to confirm that <br /> bidding was not required for ongoing work. After several <br /> discussions, it was agreed that RESNA may proceed with the <br /> gasoline investigation and installation of groundwater monitoring <br /> wells without obtaining bids. There was some confusion whether <br /> excavation and backfilling was interim remedial work or <br /> corrective action implementation and whether a vapor extraction <br /> system (VES) test was an investigation or a remediation. After <br /> various communications, the following is planned. <br /> 1. Mrs. Ekholm signed a contract on August 11, 1993, with <br /> RESNA to undertake gasoline investigation (including a VES Test) <br /> and installation of monitoring wells as set forth in a proposal <br /> dated August 2, 1993, (see attached) . We expect that RESNA will <br /> proceed within the next two weeks. Also, attached is our <br /> confirming letter to the State Board's Jim Munch that he <br /> reviewed the proposed RESNA work and estimates and that the State <br /> Board indicated the estimates were reasonable and should be <br /> reimbursed. <br /> 2 . Because the State Board does not view excavation and <br /> backfilling as interim remediation, the diesel related activities <br /> were recommended for bidding by the State Board. Further, we <br /> also sent out for bid the quarterly groundwater monitoring.
