Brown and CaldwL-.,,.
Consultants '
723 5 Street
Sacramento
Califorria 95814-7092
1916)444-0123 SEP
FAX(916)444-8437 Ft4VIRCNMENTAL HEAL
September 26, 1990
Mr. Fran Forkas
Water/Wastewater Superintendent
City of Lodi
City Hall
221 West Pine Street
Lodi,California_ J
52741-: 017-5380-01/1
Subject: Discharge of Water From ARCO Station 434, Lodi
Dear Mr. Forkas:
On behalf of ARCO Products Company (ARCO), Bro n and Caldwell is requesting permission
to discharge treated groundwater to the City of Lodi's ',City) sanitary sewer system. This water
will be extracted and treated at ARCO Station 434 located at 501 Kettleman Lane in Lodi.
When we originally made this request in March 1988, we anticipated discharging 20 to 30
gallons per minute (gpm). However, we have since installed an extraction well and our pump
tests indicate we will only be capable of discharging I to 2 gpm. Therefore, we are requesting
the City's permission to discharge up to 2 gpm of ireated groundwater to the City's sewer
system.
Specific information on ARCO's proposed discharge ii given below:
Discharge rate. A maximum of 2 gpm for up to 24 hours.per day (2,880 gallons.per day,
or 406 cubic feet per day).
Water quality of discharge: Extracted groundwater will be treated to drinking water
standards using granulated activated carbon, specifically benzene to <03 parts per billion
(ppb); ethylbenzene to <680 ppb; toluene to <100 ppb; xylene to <620 ppb; and total
petroleum hydrocarbons to <1 parts per million.
Compliance testing: During start-up of the treatment system, Brown and Caldwell proposes
to sample every day for the first five days. Continue sampling once a month for the first
year. All samples will be analyzed for benzene, ethylbenzene, toluene, xylene, and total
petroleum hydrocarbons. One sample from the initial start-up will be analyzed for heavy
metals. There will be two carbon vessels uesed for treating the extracted water and
compliance samples will be collected between the two vessels.
