Currently, there is a <br /> soil vapor extraction and treatment system that is operating to remove hydrocarbons in the soil <br /> vapor. Groundwater will be remediated by extraction and treatment. The treatment system will <br /> remove all organic hydrocarbons to levels at or below California drinking water standards. The <br /> initial extraction rates are anticipated to be 2 gallons per minute or less. <br /> Accordingly, discharge of the clean water-from the extraction and treatment system has been <br /> proposed to be at the industrial waste line located in Kettleman Lane (please see City of Lodi <br /> correspondence of June 26, 1991, enclosed). The existing 30-inch industrial line carries water <br /> that is primarily cannery waste and is used for irrigation at the City of Lodi treatment plant. It <br /> is our understanding that the City of Lodi owns the industrial line and discharge will be regulated <br /> by the City. <br /> We are anxious to initiate the permitting process for making connection to the existing industrial <br /> line. The principal reason for expediting the connection is to remove and treat contamination <br /> from the site so that a nearby City of Lodi municipal may be reactivated. <br /> .If <br />
