Kettleman Lane
Lodi, CA
San Joaquin County Public Health Services, Environmental HealthDivision
(PHS/EHD) has reviewed the "Request For Site Closure" dated September 24,
1996, and the "Third 1996 Quarter Groundwater Monitoring Report" dated
November 21, 1996, prepared by Brown and Caldwell for the above referenced
site.
PHS/EHD agrees that no further investigation or remediation is necessary at
this site and has submitted a request for concurrence to the Central Valley
Regional Water Quality Control Board.
PHS/EHD has the following comments about the "Request For Site Closure,,
report. Figure 7 shows the approximate extent of groundwater and soil
contamination prior to the start of the groundwater extraction portion of the
remediation in October 1992. Free product removal was started in July 1987
and vapor extraction was started in July 1991, so the extent of :contamination
prior to remediation should be based on those dates. The free product removed
was not included in the total mass of contaminants removed from °'the
groundwater. In addition, Figure 7 implies that there were small contaminated
groundwater plumes around individual monitoring wells, instead of one large
plume of contaminated groundwater. The volume of impacted soil is very
conservative. The soil results from boring B1 and B2 do not appear to be
included in the estimate.
In the future when closure reports are prepared for your sites please be more
conservative and inclusive of all contamination evidenced from the time it is
discovered.
If you have any questions contact me at (209) 468-3449.
Donna Heran, RENS, Director
Environmental Health Division
Margate.
