Project No. E8504-06-01 <br /> July 13,2011 <br /> Jeff Elmensdorp <br /> Drake Haglan and Associates <br /> 11060 White Rock Road, Suite 200 <br /> Rancho Cordova,California <br /> Subject: LIMITED SITE INVESTIGATION WORKPLAN <br /> 11" STREET-EAST TRACY OVERHEAD BRIDGE PROJECT <br /> TRACY, SAN JOAQUIN COUNTY,CALIFORNIA <br /> Dear Mr. Elmensdorp: <br /> Geocon is submitting this Workplan for a limited site investigation to be performed at the subject site. <br /> This workplan describes the scope of services requested by Drake Haglan and Associates (DHA), and <br /> outlines procedures and methods that we will use to complete the investigation. The limited site <br /> investigation consists of soil and grab-groundwater sampling and analysis at the site location in Tracy, <br /> San Joaquin County. <br /> PROPOSEDIMPROVEMENTS <br /> The City of Tracy proposes to replace the 11th Street East Tracy Overhead Bridge crossing Union <br /> Pacific Railroad (UPRR) right-of-way (ROW) and North MacArthur Drive in the City of Tracy, <br /> California. 11 th Street is a principal east-west arterial serving local, truck, and commuter traffic in the <br /> City of Tracy. Built in 1936, the original two-lane reinforced concrete T-beam and steel girder <br /> structure was widened to four lanes in 1960. <br /> Pavement deterioration and spalling along the longitudinal joint between the original and widened <br /> decks has become a recurring problem. In October 2004, Caltrans classified this bridge as structurally <br /> deficient, with a Sufficiency Rating of 49.7. Bridges classified as structurally deficient with a <br /> Sufficiency Rating less than 50 are eligible for reimbursement for the cost of replacement under the <br /> federal Highway Bridge Program(HBP). <br /> The purpose of the 11th Street East Tracy Overhead Bridge Project is to replace the structurally <br /> deficient and seismically inadequate bridge (the bridge is included in the State Mandatory Retrofit <br /> Program) on one of the City of Tracy's main east-west corridors linking industrial and future <br /> residential areas to downtown. The project is needed to provide safe vehicular, pedestrian, and bicycle <br /> crossing over UPRR ROW. The project will improve safety by providing a new bridge which meets <br /> American Association of State Highway and Transportation Officials (AASHTO) shoulder width <br /> standards, current structural requirements,and UPRR vertical clearance requirements. <br />
