Item No . 6 <br /> PC : 8-3-89 <br /> MS-89-69 <br /> Page 1 <br /> RECOMMENDATION <br /> It is recommended that the Planning Commission deny the appeal of <br /> the Conditions of Approval for MS-89-69 . <br /> STAFF ANALYSIS <br /> PROJECT DESCRIPTION: <br /> The proposal is a Minor Stlhdivision application to divide two <br /> parcels containing a total of 153 acres into four family member <br /> homesite parcels of 1 . 5 acres each, with a single remainder of <br /> 149 acres . The four new parcels, like the existing residence, <br /> would be served by on-sate services . <br /> STAFF ACTION: <br /> On June 1 , 1989 , the Planning Division approved Minor Subdivision <br /> Application No . MS-89-69 based upon the ability to make the <br /> following required Findings: <br /> 1 . The proposed Minor Subdivision map, MS-89-69, is consistent <br /> with applicable General and Specific Plans because the <br /> Agriculture land use designation permits the division pro- <br /> posed. Further, no Specific Plans are involved. <br /> 2 . The design or improvement of the proposed division is con- <br /> sistent with applicable General and Specific Plans because <br /> the design and improvements meet the minimum standards con- <br /> tained in the General Plan and as reflected in the tentative <br /> map . <br /> 3 . The site is physically suitable for the type of development <br /> because all development requirements in the County Planning <br /> Title and all minimum County standards are met . <br /> 4 . The site is physically suitable for the proposed density of <br /> development because the number of parcels proposed is con- <br /> sistent with the Agriculture General Plan density. <br /> 5 . The design of the subdivision or the proposed improvements <br /> are not likely to cause substantial environmental damage or <br /> substantially and avoidably injure fish or wildlife or their <br /> habitat because the Initial Study prepared for this project <br /> did not identify any rare or endangered species or, habitats <br /> or other substantial , adverse environmental effects . <br /> f. .
