WASTE DISCHARGE REQUIR _ENTS ORDER NO. 5-01-055 -8- <br /> TRI VALLEY GROWERS PLANT NO. 4 <br /> STOCKTON, SAN JOAQUIN COUNTY <br /> 3. As a means of discerning compliance with Discharge Specification No. B.2, the dissolved <br /> oxygen content shall not be less than 1.0 mg/1 in any pond at any time, as measured at a point at <br /> as far as practical from the pond inlet and within one foot of the water surface. <br /> 4. The discharge to conveyance systems, settling basins,ponds, or land disposal areas not <br /> adequately maintained to prevent off-site odor nuisance, fly breeding, or mosquito breeding is <br /> prohibited. <br /> 5. All storage ponds shall be managed to prevent breeding of mosquitoes. In particular, <br /> a. An erosion control program should assure that small coves and irregularities are not created <br /> around the perimeter of the water surface. <br /> b. Weeds shall be minimized through control of water depth, harvesting, or herbicides. <br /> c. Dead algae, vegetation, and debris shall not accumulate on the water surface. <br /> 6. Any ponds and the land application system shall have sufficient capacity to accommodate <br /> allowable wastewater flow, design seasonal precipitation, seasonal ancillary inflow, and <br /> infiltration during the wet season. Design seasonal precipitation shall be based on total annual <br /> precipitation using a return of 100 years, distributed monthly in accordance with historical <br /> rainfall patterns. <br /> 7. Pond freeboard shall never be less than two feet in any pond as measured vertically from the <br /> water surface to the upper surface of the lowest adjacent dike or levee. <br /> 8. On or about 1 November each year, available pond storage capacity shall at least equal the <br /> volume necessary to comply with Discharge Specifications No. B.6 and B.7. <br /> 9. The Discharger shall operate all systems and equipment to maximize treatment of wastewater <br /> and optimize the quality of the discharge. <br /> 10. The Discharger's wastewater treatment system and land disposal system shall be designed, <br /> constructed, operated, and maintained to prevent inundation or washout due to floods with a <br /> 100-year return frequency. <br /> 11. No physical connection shall exist between wastewater piping and any domestic water supply or <br /> other domestic/industrial supply well without an air gap or approved reduced pressure device. <br /> 12. Hydraulic loading of wastewater shall be at reasonable agronomic rates designed to minimize <br /> percolation below the root zone (i.e., deep percolation). <br /> 13. The maximum BODS loading to the land application areas shall not exceed the numerical limits <br /> presented in Section C, or the maximum loading rate that environmental conditions permit at the <br /> time of the application without violating the terms of this Order, whichever is less. <br />
