As a result of this <br /> review we wish to offer the following comments. <br /> Traffic impacts resulting from this development will likely be evident on Route 5 and the <br /> interchange at Lathrop Road. In order to adequately assess the impacts a traffic analysis needs to <br /> be prepared. It should include the following: <br /> 1. An estimation of the project's total trip generation using recognized trip generation <br /> factors. <br /> 2. The analysis should include at a minimum the existing traffic, the project related traffic, <br /> the cumulative traffic, along with AM/PM peak hour turning movements. This analysis <br /> should include project related and cumulative impacts to mainline Interstate 5. <br /> 3. An estimation of the directional distribution of the project trips. <br /> 4. An evaluation of the project traffic's impacts on the Level of Service (LOS) of the key <br /> intersections in the area including the above Interstate 5 interchange ramps and ramp <br /> intersections at Lathrop Road. <br /> 5. The analysis should also address the Lathrop Road/Harlan Road intersection in relation <br /> to the Interstate 5/Lathrop Road interchange. This should include storage capacity on <br /> Lathrop Road between the interchange and the Lathrop Road/Harlan Road intersection and <br /> vehicle turning movements in this area as a system network. <br /> 6. A discussion which recommends mitigation measures for significant impacts and a <br /> reference to funding responsibility for any improvements made necessary by the project <br /> traffic. The mitigations established for this project should be integrated with the mitiga- <br /> tion and financial mechanisms established by the County of San Joaquin. <br /> 7. The study should also discuss transit options and the possibility of a Park and Ride lot <br /> within the project area. <br />
