At this time it is
understood that the only active Oil/Grease/Water Separator unit is located at Building 508,
referred to as "Nav Sea-ESSM". This review included discussions regarding the planned
subsurface environmental investigation of three units (including Nav Sea) prior to the transfer of
Naval Communications properties to the Port of Stockton.
Based on information provided by you (Wastestream List 10b, Oil mixed with water, oil/water
separation sludge, phase separation, S55 gallons per month per facility), PHS/EHD has classified
the Oil/Grease/Water Separator unit at Nav "C" for permitting as Conditionally Exempt Small
Quantity Treatment (CESQT). Should your facility generate more than 55 gallons of oil mixed
with water, or the wastestream changes you are required to apply for a different permit prior to
use.
PHS/EHD has mailed invoices to you monthly since January 1999 requesting payment for the
CESQT permit and other fees. The fee for the CESQT is$100.00, please see the attached invoice
dated June 3, 1999. Payment is required to maintain compliance.
Should you have questions regarding this correspondence please contact Ronald Rowe at (209)
468-0342.
Donna Heran, REHS, Director
Environmental Health Division
g'—j Q-uj-'—
Doug Wilson, Supervisor
Unit III
Enclosure—Invoice Dated June 3, 1999,Account#000363 I
A Division of San Joaquin County Health Care Services
