CA 95203 <br /> CATCH BASIN AND ASSOCIATED PIPING CLEANUP IN THE WAREHOUSE AREA, <br /> NAVAL COMPUTER AND TELECOMMUNICATIONS STATION, STOCKTON <br /> The Navy has requested the Board review the Navy's letter of 27 January 1999, proposing that all <br /> catch basins and associated piping, circled on an attached map, "will be cleaned of all sediment to <br /> remove any flow restrictions as part of the Navy's best management practices program." We concur <br /> with this proposal and with the areas selected for cleanup as identified on the map attached to the <br /> Navy's letter. <br /> The Board's concurrence with this proposed cleanup is conditioned upon the Navy installing <br /> additional approriately sized sediment traps located on Installation Restoration sites, downgradient <br /> from the Warehouse Area. According to the Phase 1 Finding of Suitability to Transfer (FOST), the <br /> Navy has committed to maintain and periodically clean the sediment traps "to prevent any <br /> contaminated sediment from migrating from the upper dry reach to the lower inundated reach" as <br /> documented on page 24, section 5.2.6 Storm Drain System. The Phase 1 FOST also states that"the <br /> Navy will maintain a storm water permit, which includes sampling at the storm water outfall to <br /> Burns Cutoff. The transferee has been notified that additional investigations and cleanup will be <br /> required in the storm drain system. The Navy will conduct investigations, remediation (including <br /> dredging)- and maintain a storm water permit until issuance of a determination that contaminated <br /> groundwater from IR sites is no longer entering the storm drain system. The Port will be responsible <br /> for maintenance of the storm water conveyance system." <br /> Based upon a conversation with the Navy on 19 February 1999, the Navy maintains responsibility <br /> for the storm drain system with regards to the Finding of Suitablilty to Lease (FOSL) property, <br /> which will occur simultaneously with the Phase 1 FOST. Therefore, the Port of Stockton, as the <br /> new owner, will only be responsible for the storm drain system associated with clean property to be <br /> transferred. <br /> Once we have reviewed the results of the cleanup action of the catch basins and associated piping, <br /> the Board will reconsider concurrence with the impending FOST, with respect to the storm water <br /> system. <br /> California Environmental Protection Agency <br /> Ca Recycled Paper <br />
