AGS
cleaning facility adjacent to Building 410A. The layout of the Building 410A OWS site is
shown on Figure 4_ The principal elements of the OWS system at the site include the
wash pad drain grate, the OWS, the waste oil tank, and connected piping. The OWS
system was constructed in approximately 1985, based on an approval date included on
the construction plans (Appendix A). The Navy leased the site to the General Services
Administration (GSA), a federal agency. The OWS system ceased operation on
October 23, 1998 and has remained inactive through the present (Gail Qatsha, personal
communication). The OWS was cleaned-out and fluids were removed from the waste-
oil tank as part of the Navy's decommissioning of the OWS system at Building 410A
(Gail Qatsha, personal communication).
Construction plans for the Building 410A OWS system are included in Appendix A. The
wash pad area consists of a concrete slab with a centrally located, linear drain grate
(Figure 4). The invert of the drainage basin is assumed to be approximately 1.25 ft bgs.
based on the given depth of the connected drain pipe. The drain grate is connected to
the OWS by approximately 3 lineal feet of 1 .25-ft-deep drain pipe. The OWS is located
on the concrete pad directly adjacent to the drain grate. The invert of the OWS
structure is approximately 2.5 ft bgs. A discharge pipe (approximately 2.5 ft bgs) :earls
away from the OWS to connect to the sanitary sewer, approximately 64 lineal feet from
the OWS. A right-angle pipe elbow is located in the discharge line approximateiy 14
feet west of the OWS. A 2.8-ft-deep waste oil pipe connects the OWS to the waste oil
tank. The waste oil pipe extends 11.5 feet to the nearest wall of the tank vault. The tank
vault is located in an asphalt-paved area abutting the north side of the concrete pad.
The vault is constructed of reinforced concrete and is approximately 8.75 ft wide by
11.75 ft long by 9.3 ft deep. The walls and floor of the vault are approximately 0.8 ft
thick. A 550 gallon steel tank rests on a concrete saddle within the vault. The
connecting subsurface waste oil pipe enters the vault from the side and connects to the
top of the tank. Additional tank and vault details and other site information are included
in the construction plans (Appendix A).
8
\\LAURA\C%b'JFw r,60C WPDCCS\95-CLT S\1955'0503C4o\'Nonc PlankWark Plan.aac
