Fex: 760 668 8579 <br /> Phelan, CA 93311 env.com <br /> Z <br /> 0 <br /> C <br /> N - <br /> Mrs. Vicky McCartney <br /> San Joaquin County Health Services s - <br /> 304 East Weber Avenue, 3rd Floor o <br /> Stockton, CA 9.5202 cn <br /> w _ <br /> Dear Mrs. McCartney, <br /> I have spoken with you about down well geophysical testing when we tnet during <br /> assessment of the Frontier Trucking Facility in Tracy a few months ago. <br /> Now that we are near implementation of testing of the separated MTBE plume at the site, <br /> I believe we have the fortuitous opportunity to demonstrate down well Neutron <br /> Thennalization Logging (NTL) at the same time we are installing the MTBE test wells. <br /> My staff and I can demonstrate the capacity to identify annular seal integrity and to <br /> further define soil moisture and lithology initially identified during drilling operations in <br /> 2001 , Since the wells have been ill place for over a year, we can readily identify two <br /> significant events . <br /> Firstly, we can test the well for intactness or voids in the annular seal material . <br /> Secondly, we can "fine tune" the soil layer cross section now that subsurface moisture <br /> has equilibrated after the displacement caused by drilling during which the initial soil <br /> samples were collected. <br /> I look forward to the opportunity to demonstrate this very helpful testing in the wells <br /> already in place at the Frontier property. <br /> Dave Blakely, REAR <br /> Sr. Scientist <br />
