San Joaquin County
PV74
Environmental Health Department DIRECTOR
p_ M Donna Heran, REHS
600 East Main Street
PROGRAM COORDINATORS
Stockton, California 95202-3029 Robert McClellan, REHS
Jeff Carruesco,REHS, RDI
Kasey Foley,REHS
Website: WWW.Sjgov.org/ehd Linda Turkane,REHS
Phone: (209) 468-3420
Fax: (209) 464-0138
July 12, 2011
PUBLIC NOTICE
NOTICE OF FINDINGS REGARDING
SITE MITIGATION PLAN
NOTICE IS HEREBY GIVEN that a CORRECTIVE ACTION PLAN for soil
and groundwater contamination from the underground storage tanks
(USTs) formerly located at 425 LARCH ROAD, TRACY, CALIFORNIA has
been reviewed by the San Joaquin County Environmental Health
Department (EHD). The plan is a proposal to extract petroleum
hydrocarbon contaminant vapor from the soil and break down petroleum
hydrocarbon contaminants in soil and groundwater using high-vacuum
dual-phase extraction (HVDPE) as a result of unauthorized releases from
the USTs which were located on the property. Contaminants in the
extracted vapor will be removed by a thermal oxidation system that
destroys hydrocarbons by open-flame combustion.
The EHD has made a tentative determination that the plan is in compliance
with California Health & Safety Code Chapter 6.7, Section 25299.37 and
California Code of Regulation Corrective Action Requirements, and that the
resultant work will not create significant adverse environmental impacts
which exceed the benefits to be gained from cleanup of the contamination.
The remediation plan is available for public review at the EHD office at 600
East Main Street, Stockton during normal working hours, 8:00 a.m. to
5:00 p.m.
Final approval for the plan is scheduled for August 15, 2011.
Questions should be directed to Vicki McCartney, Senior REHS, at (209)
468-9852 or sent in writing to her at the EHD, 600 East Main Street,
Stockton, California 95202.
