Vicki McCartney [EH]
From: Vicki McCartney [EH]
Sent: Wednesday, January 23, 2013 3:55 PM
To: 'Ami Adini'; Nuel Henderson [EH]
Cc: Shayan Simantob; Elie Balas; 'Gus Osterkamp'; Daren Zumberge; Gabriele Baader
Subject: RE: Frontier Transportation —Continuing with Dual Phase extraction --Sent Again with Corrected
Budgetary Numbers
Dear Mr. Adini,
Nuel Henderson, PG, and I have reviewed the information presented in your January 22, 2013
email. You have requested fast answers to very direct questions and in doing so, I have kept the
responses very brief.
1. The directive from the San Joaquin County Environmental Health Department(EHD) by letter
dated 17 December 2012 to discontinue the second phase of the dual-phase extraction (DPE)
event if the mass recovery rate drops to less than one pound per day is a goal and is not
negotiable at this time; it can not be raised to ten pounds per day.
2. The EHD believes the target daily-output-rate should be stable over several days, and not just
once. The EHD will probably require a rebound test to demonstrate long-term stability but before
making that decision the EHD will want to evaluate the data, including the initial response from
the second phase of the 30-day DPE remediation event.
Please do not hesitate to contact me if you have any additional questions.
Sincerely,
Vicki McCartney, Senior REHS
San Joaquin County
Environmental Health Department
1868 East Hazelton Avenue
Stockton, California 95205
Phone: (209)468-9852
Email: vmccartney(a)sjcehd.com
S
From: Ami Adini [mailto:amia@amiadini.com]
Sent: Tuesday, January 22, 2013 10:29 AM
To: Vicki McCartney [EH]; Nuel Henderson [EH]
Cc: Shayan Simantob; Elie Balas; 'Gus Osterkamp'; Daren Zumberge; Gabriele Baader
Subject: Frontier Transportation -- Continuing with Dual Phase extraction -- Sent Again with
Corrected Budgetary Numbers
Dear Vicki and Nuel,
Our memo of 01-20-2013 in the subject matter quoted incorrect numbers on costs
of a permanent system (Item 2). This memo repeats the original one in its entirety,
but with the corrected numbers.
----------------------------------------------------------------------------------------------------
1/23/2013
