Brian Killoran and Tom Dawson for your assistance during our inspection on <br /> 21 March 2001. The inspection was conducted to determine compliance with the State Water Resources <br /> Control Board Order No. 97-03-DWQ, NPDES General Permit No. CAS000001, for Discharges of <br /> Storm Water Associated with Industrial Activities. <br /> During the site inspection, I observed evidence of discharge of non-storm water into a storm drain and <br /> conditions that could potentially discharge non-storm water into a storm drain. I also found chemical <br /> spills in the unloading area and on railroad tracks. A detailed inspection report is enclosed for your <br /> reference. To address the issues observed during the inspection,by 30 April 2001, please submit the <br /> following: <br /> 1. A report explaining the cause of the discharge(s) of chiller water,how much was discharged (if <br /> feasible), fate of the discharge, and steps taken or planned to prevent recurrence of the problem. The <br /> report also should describe the status of the chemical containers in the unloading area and provide <br /> the steps taken or planned by Celotex to catch incidental spills of chemicals during unloading from <br /> rail tanks. <br /> 2. A report of results of soil sample(s) from one of the two stained areas along the railroad tracks as <br /> discussed during our inspection. The soil sample(s) should be analyzed using U.S. Environmental <br /> Protection Agency Methods 8260 and 8270. <br /> 3.
