(AGE) on behalf of Ms. Nancie Volpi of Volpi Farm Properties (Volpi) <br /> for the property at 14210 West State Route Four, in San Joaquin County (Site). The report <br /> outlines the site assessment activities and recommendations for site closure. The site history <br /> and Volpi rationale for issuing a No Further Action Required letter are summarized below; <br /> BACKGROUND <br /> Volpi leased the Site from Mr. Whiting Welch from about 1938 until 1998. Mr. Welch <br /> constructed the dispensers and aboveground tanks (AGTs) at the Site that Volpi used for the <br /> farming operation. Mr. Welch passed away in 1997 and his heir, Mrs. Barbara Cook, sold the <br /> property to Mr. Herbert Speckman. Volpi and the Welch estate agreed to share the costs of <br /> environmental cleanup at the Site. Monitoring and Reporting Program (MRP) <br /> No. R5-2002-0838 lists the dischargers as Volpi, Welch Estate, and Mr. Speckman. <br /> The Site is in an agricultural region about 13 miles west of Stockton on Highway 4. Two <br /> maintenance buildings are shown on the attached Site Plan (Attachment 1). An irrigation ditch <br /> runs along the southern portion and one domestic well is north of the Site. Two AGTs were in <br /> operation at the Site. A 7,500-gallon diesel AGT was formerly on the eastern edge of the <br /> maintenance compound and a 1,000-gallon gasoline AGT was near the center of the <br /> maintenance compound. In September 1999, Volpi removed the AGTs and dispenser. <br /> TRENCHING AND EXCAVATION ACTIVITIES <br /> Site investigations showed three areas of concern: the area around the 7,500-gallon diesel <br /> AGT that appeared to be leaking fuel from the dispenser onto the pad; the 1,000-gallon <br /> gasoline AGT with a portion of its system lines buried; and an area used for waste oil handling <br /> and possibly disposal. In July 1998, Volpi performed trenching in the areas of concern to <br /> determine if hydrocarbon releases had contaminated soil and groundwater at the Site. About <br /> 52.5 tons of contaminated soil were removed from the four trenches, and groundwater was <br /> encountered in two of them at about eight feet below ground surface (bgs).
