CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> MONITORING AND REPORTING PROGRAM NO. R5-2002-0838 <br /> FOR <br /> VOLK FARM <br /> SAN JOAQUIN COUNTY <br /> Volpi Farm(site) is located approximately four miles southwest of Holt in San Joaquin County. <br /> The current property owner, Mr. Herbert A. Specman and additional responsible parties, A. Volpi <br /> And Sons, Inc. and Witting Weltch, are hereafter named as Discharger. During a preliminary site <br /> assessment conducted in June 1998, two leaking above-ground storage tanks (AGTs) and an area <br /> used for waste oil handing and possible disposal were identified. In September 1999,the AGTs <br /> and polluted soil were removed from the site, and six groundwater monitoring wells were <br /> installed(Figure 1). Groundwater pollutants include total petroleum hydrocarbons as gasoline <br /> (TPH-g), as diesel (TPH-d), and as motor oil(TPH-mo); fuel oxygenates, including methyl tert- <br /> butyl ether(MtBE); and benzene-toluene-ethylbenzene-xylenes (BTEX). On 5 December 2001, <br /> Regional Board staff requested the installation of one additional well downgradient of the <br /> groundwater plume. <br /> This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the <br /> California Water Code and is necessary to delineate groundwater pollutant plumes and determine <br /> whether remediation efforts are effective. Existing data and information about the site shows the <br /> presence of various chemicals, including TPH-g, TPH-d, TPH-mo, fuel oxygenates (including <br /> MtBE), and BTEX, in groundwater resulting from the Discharger's current or past operation. <br /> The Discharger shall not implement any changes to this MRP unless and until a revised MRP is <br /> issued by the Executive Officer. <br /> Prior to construction of any new groundwater monitoring or extraction wells, the Discharger shall <br /> submit plans and specifications to the Board for review and approval. Once installed, all new <br /> wells shall be added to the monitoring program and shall be sampled and analyzed according to <br /> the schedule below. <br /> GROUNDWATER MONITORING <br /> As shown on Figure 1, there are seven monitoring wells,MW-1 through MW-7 at the site. The <br /> groundwater monitoring program for the seven monitoring wells and any wells installed <br /> subsequent to the issuance of this MRP, shall follow the schedule below. Monitoring wells with <br /> free phase petroleum product or visible sheen.shall be monitored for product thickness and depth <br /> to water only. The volume of extracted groundwater also shall be provided in quarterly <br /> monitoring reports. Sample collection and analysis shall follow standard EPA protocol. <br />
