Box 58 <br /> Holt, CA 95234 <br /> DRAFT MONITORING AND REPORTING PROGRAM, WELL INSTALLATION REPORT,AND <br /> GROUNDWATER MONITORING REPORTS FOR THE VOLPI FARM IN HOLT,SAN JOAQUIN <br /> COUNTY <br /> Initially,we were concerned that the well installation report, and the groundwater monitoring reports for <br /> the fourth quarter 2001 and first quarter 2002 have not been received for the Volpi farm. In our letter <br /> dated 5 December 2001, the Region Water Quality Control Board—Central Valley Region(Regional <br /> Board) requested submittal of the well installation report by 30 January 2001. Our letter of 7 May 2001 <br /> stated that Volpi farm is conducting quarterly groundwater monitoring for petroleum hydrocarbons, and <br /> that reports should be submitted by the first day of the second month following the end of each quarter <br /> (i.e.,by 1 February, 1 May, 1 August, and 1 November). On 23 May 2001 after making inquiries as to <br /> the status of the late reports, your consultant, Advanced GeoEnvironmental Inc. (AGI) informed us that <br /> quarterly monitoring ceased after five quarters on 6 November 2001, that one additional monitoring well <br /> was constructed, and that a soil removal action occurred. AGI stated that all work has ceased,pending <br /> agreement for a new budget between the responsible parties. <br /> Therefore,by 15 June 2002,provide the following: <br /> • The Regional Board-requested additional well installation report, <br /> • A report of any additional unreported removal action(s)which occurred at Volpi Farm, <br /> • Any groundwater monitoring reports which have not been submitted to the Regional Board, and <br /> • Your comments to the Regional Board Draft Monitoring and Reporting Program (MRP) for <br /> Volpi Farm. <br /> Also, since groundwater monitoring ceased without Regional Board knowledge or approval, the <br /> quarterly groundwater monitoring will resume immediately per the draft MRP at Volpi Farm, with the <br /> next quarterly groundwater monitoring report due by 1 August 2002. <br /> California Environmental Protection Agency <br /> Za Recycled Paper <br />
